It’s no surprise that Italy is so resistant to LGBT issues. It has been the home country of one of the world’s most homophobic religions for nearly two millennia, plenty of time to infuse and distort the culture’s appreciation of human nature (and not just regarding sexuality). Now those antique prejudices are being confronted with modern enlightened and humanistic rights. So there is push-back because socially blind people do not like light and equality brought into their caves of ignorance. But they are on the backside of social evolution. Cultures change, paradigms shift.
